Moving Our Military - Strategic Change and Communication PlanningDoD Agency ChallengeWhat challenges do you face when creating a strategy for change management on a large scale? Outreach, for one, becomes mission critical. The Department of Defense (DoD) was in the process of rolling out a modernized solution for soldier personal property transportation. The Defense Personal Property System (DPS) - based on a Siebel platform - was developed to be the one standard, worldwide web-based solution to support the movement of personal property within the DoD. The development of a broad-based, enterprise-wide system such as DPS represented a magnitude of complexity that had never before been attempted by DoD in the personal property area, with over 500,000 moves annually. Getting buy-in from users, Personal Property Shipping Officers, and the commercial enterprises that contract with DPS to move personal property from posting to posting would be vital to a smooth transformation. Approach and ResultsCVP was engaged by the systems integrator - SRA International - to lead the development of Organizational Change Management and Training strategies. Upon development and approval of these plans, the CVP team then moved into the execution phase where we led communications and training activities throughout the project life-cycle that affected a world-wide population of users. Training design and development focused on implementing blended learning approaches that delivered training demos as needed during system prototyping, building lesson plans and training content for what would become classroom learning, as well as designing and developing a SCORM-compliant (Sharable Content Object Reference Model), LMS-based (Learning Management System) multimedia training solution. |
